The Answer is.......McNeil Island — Washington’s last island prison, active from 1875 to 2011.

Before it closed, the prison dumped everyday glass and waste along its shores—everything from bottles to windows. 🌊 Over the decades, tides tumbled that glass into colorful gems that still show up on nearby beaches, especially near Steilacoom and Anderson Island.
